The Mainland Affairs Council (MAC) has announced plans to resume cross-strait tourism and relax entry requirements for mainland Chinese nationals visiting Taiwan for business purposes.

 

 

These measures are in line with the government's gradual approach to resuming safe and orderly cross-strait exchanges post-pandemic. The specific details of the plan are as follows:

1. Resumption of Third-country Chinese Tourists in Taiwan: Starting from September 1st, residents and students from third countries who hold mainland Chinese passports (defined in accordance with Article 3, Paragraphs 1, Subparagraphs 3 and 4 of the Regulations for Permitting Mainland Area Residents to Visit Taiwan for Tourism) can apply for permits to engage in tourism activities in Taiwan.

2. Resumption of Cross-Strait Group Tours:

  • Restoration Quota: Initially, mainland Chinese group tourists will be limited to a daily quota of 2,000 people. The number of people traveling to Kinmen, Matsu, and Penghu from mainland China, based on the regulations for implementing flights to and from mainland China, will be counted separately.
  • Approach: The resumption of cross-strait group tours will be gradual. A one-month preparation period will be observed from the announcement date. The actual implementation date will be confirmed based on the response from the mainland Chinese side.

Preparation and Safety Measures:

  • For Taiwanese Citizens Participating in Mainland Tours:

    • The Ministry of Transportation's Tourism Bureau will coordinate with travel associations to establish mechanisms for controlling the number of Taiwanese citizens traveling to mainland China.
    • The MAC will work with the Tourism Bureau to strengthen travel safety and risk management, including measures to ensure personal freedom and safety. In case of significant threats to the safety of Taiwanese citizens, the government will take necessary measures, including suspending Taiwanese group tours to mainland China, to protect the safety of Taiwanese citizens.
  • For Mainland Chinese Tour Groups Visiting Taiwan:

    • The MAC, in coordination with relevant agencies, will review safety management issues, including permit application and issuance, customs clearance procedures, reporting mechanisms, and handling of unusual incidents, to ensure that mainland Chinese tourists visiting Taiwan comply with relevant laws and regulations.
    • The Tourism Bureau will strengthen market management and safety management, establish mechanisms for emergency incident reporting and coordination, update and review the list of travel agencies and related qualifications, improve the quality management and reporting mechanisms for mainland Chinese tour groups, and conduct training and promotion for travel industry personnel to ensure the healthy operation of the tourism market.

3. Relaxation of Business Exchange for Mainland Chinese Nationals:

  • Commencement Date: Starting from August 28th, the entry requirements for mainland Chinese nationals coming to Taiwan for short-term business activities, including exhibitions, business seminars, and training, will be relaxed. However, specific high-tech industries (as classified in the Taiwan Standard Industrial Classification, including "2611 Integrated Circuit Manufacturing," "2612 Discrete Semiconductor Device Manufacturing," "2613 Semiconductor Packaging and Testing," "2641 Panel and Component Manufacturing," "2642 LED Manufacturing," "2729 Other Communication Equipment Manufacturing," and "2928 Electronic and Semiconductor Manufacturing Equipment Manufacturing") will continue to require project-specific applications.
  • Enhanced Management: Additional qualifications, invitation numbers, and stay durations will be specified to ensure responsible and secure exchanges.

The MAC emphasizes that the resumption of cross-strait personnel exchanges and interactions requires mutual cooperation and the creation of favorable conditions by both sides. Taiwan will continue to relax entry restrictions for mainland Chinese nationals based on the latest situation and hopes for corresponding actions from the mainland Chinese authorities to facilitate the implementation of these plans.
